摘要：PPP是公共部门和私营部门共同参与生产和提供公共产品或服务的重要模式。我国推广PPP实践的本质在于积极引入社会资本参与项目合作,转变政府职能,实现公共产品和公共服务的供给侧改革。但是,在我国PPP实践中,民营资本参与PPP相对趋弱,"公公"合作处于绝对优势。事实上,这种以"公公合作"主导的PPP实践,并不符合国家推行PPP战略的初衷,PPP的可持续发展存在隐忧。本文试图从社会资本参与的现状入手,结合PPP实践的数据资料,分析我国社会资本参与的困境,并从地方政府、民营企业、制度规范、运作环境等层面剖析问题背后的原因,进而提出对应问题的策略。以期推进PPP实践回归政府治理变革的本质,以及政府治理体系和治理能力的现代化转型。
The essence of promoting PPP practice in China is to actively introduce social capital to participate in project cooperation,transform government functions,and achieve the supply side reform of public goods and public services. However,in Chinese PPP practice,private capital participation in PPP is relatively weak,and "Public-Public"cooperation is in absolute advantage. This research starts with the present situation of social capital participation,combines the data of PPP practice,analyzes the predicament of our country’s social capital participation and reasons behind the problems from the local government,private enterprises,system norms,operating environment and so on,and then puts forward the strategies of the corresponding problems.
