摘要:厘清碳排放权交易政策对控排企业的减排激励是否会通过供应链溢出至上游供应商,对提升碳市场建设成效具有重要意义。基于碳排放权交易试点控排企业名单与供应商-客户配对信息构建中国A股工业上市公司样本,利用倾向得分匹配法与双重差分法,探究碳排放权交易机制对控排企业上游供应商的碳减排溢出效应。研究发现,碳排放权交易政策能够显著降低上游供应商碳排放量。机制检验表明,这种溢出效应主要通过促进供应商开展非低碳领域的绿色技术研发和提升其绿色技术应用水平实现。进一步分析发现,供应商在低碳技术领域的创新不足可部分归因于现行配额分配机制下的碳价信号扭曲。此外,碳排放权交易政策的减排溢出效果因供应商决策层特征、所属行业类型以及所在地区气候环境的差异而存在异质性。研究结论为优化碳市场制度设计、加快推动低碳供应链建设带来了政策启示。
Whether carbon markets incentivize upstream suppliers to reduce their emissions through supply chain spillovers has important implications for efforts to make carbon market development more effective.This study constructs a sample of China's industrial listed companies from the list of firms participating in carbon emission trading pilots and disclosed information on supplier-customer pairs.Utilizing this sample and a combination of propensity score matching and difference-in-differences,this study examines carbon emission trading schemes spillover effects on suppliers carbon mitigation.The results show that carbon emission trading schemes can effectively reduce suppliers carbon emissions.Mechanism testing indicates that spillover effects result primarily from the schemes incentivizing suppliers green technology R&D in non-low-carbon domains and green technology applications.Furthermore,suppliers insufficient innovation in low-carbon technologies can be partially attributed to the distortion of carbon price signals.Additionally,the emission-reducing spillover effects of carbon emission trading schemes vary depending on suppliers internal and external characteristics,including decision-maker features,industry type,and regional climate environment.These findings provide valuable information for enhancing carbon market design and accelerating the development of low-carbon supply chains.
