摘要：建立科学的项目遴选标准,制定“民心工程”阶段性专项规划,加强对现有“民心工程”项目的优化。增加资源利用效益,努力做到集中力量改善民众最迫切需要解决的重大民生问题。建立专项资金的预算管理制度和配套审核机制,整合相关民生项目资金,设立专门的“民心工程”项目发展基金。拓展筹措“民心工程”资金的渠道,重视市场的力量,利用好“民生工程”项目派生的产业盈利,采取多种方式鼓励和吸引企业、社会组织乃至个人资金共同投入“民心工程”,形成政府主导、多元参与的筹资机制。
We should establish scientific project selection criteria,formulate phased special plans for“People’s Heart Project”,and strengthen the optimization of existing“People’s Heart Project”.We should increase the efficiency of resource utilization,and strive to focus on improving the major public concerns that the people most urgently need to solve.We should establish a budget management system and supporting review mechanism for special funds,integrate relevant livelihood project funds,and set up a special“People’s Heart Project”development fund.We should expand the channels for raising funds for the“People’s Heart Project”,pay attention to the power of the market,make good use of the industrial profits derived from the“People’s Heart Project”,and adopt various methods to encourage and attract enterprises,social organizations and even individual funds to jointly invest in the“People’s Heart Project”to form a government-led and multi-engaged financing mechanism.
