摘要：当前中国的邻避冲突事件此起彼伏。加拿大、美国等西方国家在上世纪70、80年代也曾有过类似经历,后来采用志愿和竞争选址模式,成功地化解了邻避冲突困局。通过比较,中国当下的政治制度环境和社会环境在很大程度上具备了借鉴该模式的条件,可以通过推进法制建设、强化信息公开、确保公众参与、加强组织保障等一系列措施,尝试并推广志愿和竞争选址模式。
In recent years, China has witnessed an upsurge of NIMBY conflicts. Western countries such as Canada and America had been struggling with the same situation in the 1970s and 1980s until the application of the siting mode of voluntary and auction was taken into effect. In contrast with the western context, the circumstances of both political institution and social condition in China are currently qualified for the employment of the voluntary and auction process. And proposals are presented that a series of measures, including advancing the legal system construction, improving information openness, ensuring public participation and strengthening organizational coordination, be taken to pave the way for the siting process of voluntary and auction as a government strategy to tackle the “NIMBY” challenge in China.
