摘要:党的十九大报告进一步明确了推进绿色发展、加强生态文明建设、实现美丽中国的伟大发展目标,低碳转型发展无疑是实现这一伟大目标的必由之路。而通过经济结构调整和绿色技术进步这对"双引擎"有效驱动碳排放绩效改善,已经成为实现中国经济低碳转型发展的必然选择。本文首先针对现有文献在碳排放绩效测算上存在的有偏测度问题,将总体技术前沿的概念与非角度、非径向方向性距离函数相结合,提出基于数据包络分析(DEA)方法的新型效率测算模型,对1996~2018年我国30个省份的碳排放绩效进行了更加准确的测度及分解;进而,采用空间杜宾模型,全面考察了反映经济结构调整和绿色技术进步的多维因素对碳排放绩效的直接效应和间接效应。结果表明:我国的碳排放绩效在"九五"期间处于较高水平,随后出现较大幅度的下滑,进入"十一五"时期后又开始回升;在各投入和产出要素中,碳减排效应和要素节约效应对碳排放绩效的改善发挥了关键作用;由于省份间竞争效应、示范效应及经济关联效应的存在,碳排放绩效表现出显著的正向空间溢出效应,即本地碳排放绩效的提高会对空间关联地区的碳排放绩效产生积极影响;包括产业结构、要素结构和能源结构在内的经济结构优化调整对本地及空间关联地区的碳排放绩效总体上产生了"结构红利";城市化与本地和空间关联地区的碳排放绩效则分别呈"U型"和"倒U型"曲线关系;归咎于市场失灵和命令控制型政策工具的缺陷,所有制结构的调整并未对碳排放绩效产生积极影响;以绿色技术创新能力和能源效率表征的绿色技术进步表现出"技术红利"效应,促进了本地和空间关联地区碳排放绩效的改善,但其间接效应的稳健性较弱。最后,本文指出我国需要在产业结构升级、能源结构优化、要素市场完善、绿色创新突破、城市化集约推进、区域间协调合作等经济结构、技术和政策领域做出协同努力,才可能有效推动低碳转型发展这一世纪工程的最终实现。
The report released at the 19th National Congress of the Communist Party of China further clarifies the ambitious targets of promoting green development, constructing ecological civilization, and building a "beautiful China". Advancing low-carbon transition development is the prerequisite of achieving such targets. Undoubtedly, improving the carbon emission performance(CEP) via a couple of engines, i.e., economic restructuring and green technical progress, is an inevitable choice for China’s low-carbon transition development. Aiming at remedying the biased measure of the CEP in existing literature, this paper proposes a new efficiency-measure model by combining the concept of the overall technology frontier and the non-oriented and non-radial directional distance function under the framework of the data envelope analysis(DEA). We apply such a novel DEA model to estimate and decompose the CEP of China’s 30 provincial-level regions during 1996-2018. Furthermore, using the spatial Durbin model, we investigate the direct and indirect effects of various factors characterizing economic structure adjustment and green technical progress on the CEP. The results show that China’s CEP was relatively high during the 9th "FiveYear Plan"(FYP) period then declined significantly, and began to rise again from the beginning of the 11 th FYP. Regarding the effects of various input and output factors, the carbon-reduction effect and the input-saving effect play vital roles in improving the CEP. Because of the competitive effect, the demonstration effect, and the economic correction effect, the CEP shows a significantly positive spatial spillover effect, i.e., the improvement in the local CEP can raise the CEP of its spatially-correlated regions. The optimization of economic structure reflected by industrial structure, production factor structure and energy consumption structure presents a "structure dividend" in promoting the CEP of both local region and its spatially-correlated regions. A U-shaped curve relationship is found between urbanization and the local CEP, while an inverted U-shaped curve relationship between urbanization and the CEP of the spatially-correlated regions. Attributing to the market failure and the drawbacks of command-and-control policy tools, the adjustment of ownership structure has no positive effect on the CEP. The green technical progress reflected by energy efficiency and the innovation ability of green technologies shows a "technological dividend" in ameliorating the CEP of both local region and its spatially-correlated regions, but the indirect effect is not robust. Finally, we suggest that the synergic efforts should be made in multiple aspects, including upgrading industrial structure, optimizing energy consumption structure, improving factor market, achieving breakthroughs in green innovations, promoting intensive urbanization, and strengthening regional cooperation. Only by doing these, a millennium project of low-carbon transition development can be fulfilled.
