摘要：遗产影响评价作为一种新的遗产保护管理工具,新世纪以来逐步在一些国家和地区得到开展。这其中,澳大利亚的遗产影响声明方法具有鲜明的特点,其与遗产管理和环境规划管理系统紧密结合,是遗产变更管理中的重要工具,同时是环境规划管理体系中的重要环节。其编制成果也是建设项目许可申请审批的必备材料。目的是在对遗产变更实施管理时,识别并评价遗产重要性及其可能受到的影响,提出缓解措施,确保变更的遗产在适应性再利用时,其重要性得以延续。
Since the new century, as a new heritage protection and management method, Heritage Impact Assessments （HIA） has gradually developed in some countries and regions. Among these countries, the Australian Statements of Heritage Significance （SOHS） has distinct characteristics that SOHS and heritage management as well as environmental planning management system are closely integrated. The SOHS is not only an important tool for the management of heritage change, but a crucial part of environmental planning and management system. The SOHS conclusion is an essential document for construction project to get the Administrative License. The purpose of SOHS is to identity and evaluate the heritage significance and its possible impacts. Therefore mitigation measures can be put forward to ensure the preservation of properties values in the process of adaptive reuse.
