摘要：公众参与是社区治理的基础,结构主义、制度主义和文化主义是关于社区公众参与的三个主要分析视角。本文指出上述视角都带有很强的西方理论预设,并不符合中国社区管理体制的特点。为此,本文提出了一个针对中国社区治理结构和社区居民特点的分析框架,该框架强调国家认同和社区认同是城市居民参与社区事务的重要文化驱动力,这解释了当前社区参与主体何以主要为老年群体这一现象。基于湖南街道弄管会这一案例的细致分析,本文指出基于利益和情感的社区认同是居民参与社区事务的原动力,基于奉献和责任的国家认同将这种社区参与转化为自觉行为。基于上述双重认同,政府给予的荣誉奖励和来自其他居民的认可为社区参与提供了特有的激励机制。最后,在社区参与中获得的意义和价值感强化了参与的持续性动力。
Public participation is the foundation of community governance.Structuralism,institutionalism and culturalism are the three dominant perspectives for studying public participation.This paper points out that these three perspectives can＇t satisfactorily explain the existing Chinese community governance because of their strong Western theoretical presuppositions.Therefore,the paper proposes a framework for analyzing the structure of the Chinese community governance and the features of its residents,arguing that the national identity and the community identity are two culturebased driving factors of urban community participation,which can explain the reason why the aged is the major group of the present urban community participation.Based on the case study of Shanghai Longtang Community Committee,the paper concludes that community identity based on emotions and interests is the impetus for the residents＇ participation,while the national identity based on dedication and responsibility can help turn their participation into a conscious activity.Based on these two identities,honors from the government and recognition from the local residents can work well as an incentive mechanism for community participation.Finally,the significance and worth obtained from community participation will strengthen the sustainable incentive of such participation.
