摘要：作者从中国的实际出发，对非政府组织的结构、功能和发展定位进行了系统地分析，继而在理论上构建了非政府组织参与社会管理的模式：在充分发挥各自比较优势的基础上，政府、市场组织和非政府组织三大行为主体合作互动、和谐共生，即政府的行政式管理、市场组织的经营式管理和非政府组织的自治式管理并存。
:The author, from the reality of NGOs in China, makes theoretical analysis of the structure, function and development orientation of the NGO, and then designes a pattern in theory NGO participating in the social management: coexistence of administration by the government, operational management by the market organization and self-government by the NGO.
