摘要：网格化管理作为近来基层社会治理的重要实践形式,日益受到关注。纵观近年来的实践探索及其研究现状不难发现,网格化管理在科层体系之中运作,本质上仍是一种治理技术,这根源于网格化管理所内在地遵循的行政本位逻辑。深圳市Z街道近年来的网格化实践体现出一种新的治理范式转向,在党建核心引领下经历了从管理主义取向向基层治理的社会化逻辑演变,后者更加强调聚焦基层治理中新的社会需求、社会服务、社会治理逻辑。这与十九大强调的"社会主要矛盾变化""提高社会治理社会化"等重大理念内在一致。这种"基层治理的社会化"逻辑成为网格化管理在基层治理实践中的核心机制,其在社区场域不断重构着地方国家与基层社会之间的深层互动关系,促进国家与社会迈向深度的整合形态。
Recently,grid-based management has drawn increasing attention as an important practical form of grass-roots social governance.Throughout the practical exploration and its research status in recent years,it is not difficult to find that grid management in the bureaucratic system operation.It is essentially still a kind of governance technology,which stems from the grid management inherently following the administrative-based logic.In recent years,the grid practice of Z Street in Shenzhen reflects a new shift of governance paradigm.Under the guidance of the core of Party building,it has undergone a socialized logical evolution from the management orientation to the grassroots governance.The latter emphasizes more on focusing on new social needs,social services and social governance logic in grassroots governance.This is consistent with the major concepts of“major changes in society”and“increasing socialization of social governance”,which promulgated by the 19th National Congress.This kind of“socialization of grassroots governance”logic has become the core mechanism of grid management in grassroots governance practice.It constantly reconstructs the deep interaction between the local state and grass-roots society in the community,and promotes the deep integration of the state and society.
