摘要：当前流动人口治理正经历深刻的双重转型和双重张力。转型之一是代际更替带来的群体特征大转变,表现为第二代流动人口的权利意识增强、权利诉求增多及抗争能力提高;转型之二是政府治理的行为逻辑从管控向服务与治理兼重的转变。双重转型造成了双重张力:其一是流动人口的需求与社会治理体制回应之间的张力,其二是治理理念、管理体制与工作机制之间的张力。在清晰地认识和准确地判断当前中国流动人口治理困境的基础上,我们可以创新流动人口的社会治理体制,构建"治理理念—管理体制—工作机制—流动人口需求"的四位一体框架。该框架的基本思路是突出各类行动主体的权限、责任、行动及其互动,因而既注重赋予和增强流动人口的社会权利,也强调提升以政府为核心的各类社会主体的治理能力。
The governance of floating population is experiencing deep double transformations and double tensions. One transformation is embodied in growing rights consciousness of the floating population, the increase of their demand for rights and their ability of struggling, while the other is that the government＇s logic of governance is shifting from control to serve and governance with equal emphasis. Double tensions are the result of double transformations, and manifest in two ways. One is between the demand of floating population and the response of social governance system, while the other is between the governance ideas, governance system and operational mechanisms. We construct a four-in-one framework of governance idea, management system, operational mechanism and the demand of floating population. The basic idea of this framework is to highlight the limits of authority, responsibility, action and interaction of a variety of actors, emphasized in the empowerment of floating population and the enhance of the governance ability of a variety of actors with the government at the core.
