摘要：领导人是推动科技学会发展的重要因素,领导人的身份特征对科技学会能力建设起到关键作用。本文通过对上海市142家科技学会的实证分析,发现理事长工作单位的行政强度强不利于科技学会综合能力提升,理事长专职化对科技学会各项能力均有提升作用;秘书长工作单位的行政强度越强,科技学会的核心能力和延展能力越弱;秘书长的职务越高,科技学会的核心能力、延展能力和综合能力越弱。据此得出结论:一方面,政府对科技学会的支持应更多地体现在资金、办公条件等资源的供给;另一方面,理事长和秘书长专职化是提升科技学会能力的有效途径。
Through empirical analysis of 142 science and technology societies in Shanghai, the authors find that the administrative strength of the working unit is not conducive to improving comprehensive ability, but a full-time board chairman will improve ability building; the higher the position of the secretary general, the weaker the core ability, extension ability and comprehensive ability of the science and technology society. So the conclusions is： on the one hand, government should support more in the capital, working conditions and other resources; on the other hand, the full-time board chairman and the secretary general is an effective way to improve the ability of a science and technology society.
