摘要:Rural-urban integration is a key way to reduce spatial inequality in rapidly urbanizing countries. One important factor that affects this integration is land institutional reform. However, there's limited theoretical or empirical work exploring how China's unique rural homestead reform drives urban-rural integration, still less the specific mechanisms or heterogeneity involved. This paper investigates the influence of rural homestead reform pilot (HSRP) on urban-rural integration by applying a staggered DID model. Based on national pilot datasets, the analysis reveals that HSRP significantly promotes urban-rural integration. The parallel trends test validates our findings, while also revealing an anticipation effect one year before the policy was formally implemented. A noteworthy result is that, although rural residents' income in pilot counties also rises, its relatively slower growth has a negative mediating effect. Nonetheless, direct institutional channels predominate and produce a substantial net positive impact. This study also finds that residents' average savings acts as the primary positive moderator, followed by local fiscal revenue and growth in the secondary and tertiary industries. Notably, marketization levels not only directly boost HSRP but also exert a strengthening interactive influence, displaying synergy and complementarity. Interestingly, while education level directly hinders urban-rural integration, it positively moderates the reform's impact. The benefits derived from HSRP appear more pronounced and robust in counties with higher initial urbanization levels or greater net population inflows. These findings provide actionable insights for strengthening China's rural homestead reform. By fine-tuning policy instruments and setting stage-specific goals, the system can facilitate controlled land circulation without compromising collective ownership. They also offer transferable principles for other transition economies seeking to advance rural-urban integration through institutional innovation.
