摘要：要从根本上实现社区康复的目标,需要建立以"需求治理"为本的社区康复体系,从吸毒成瘾者自身的戒毒需求出发,在关注戒毒者作为违法者进行管理的同时,也要引导好戒毒者的正当、合理的需求。需求治理型社区康复,核心在于需求为本、多元参与、协同推进,不断调动社区康复人员的自觉性与能动性,将戒毒康复行为真正成为戒毒康复人员的实践选择。
In order to fundamentally achieve the goals of community - based rehabilitation, it needs to es- tablish a community - based rehabilitation system of ＂demand governance＂, in which one shall know the reha- bilitation needs of the drug addicts, care about them and manage these offenders, whilst one shall cater to their rightful and reasonable needs. The key to the community - based rehabilitation of demand governance lies in needs oriented, pluralistic participation, collaborative progressing, and constant mobilization of community - based rehabilitation staffs consciousness and initiatives, so as to truly make the rehabilitation become a practi- cal choice for the drug addicts.
