摘要：从评估主体、评估对象、评估方法和评估结果的应用等方面分析国外科技评估发展的最新趋势。总结上海市科技评估工作中存在的不足,提出完善上海科技评估工作的建议,包括:积极推进第三方评估;加强评估专家队伍建设;引入未来可持续研究能力的评估理念;建立科技政策评估机制;完善科技评估指标和方法;强化科技评估结果的应用。
New trends of S＆T evaluation in foreign country were analyzed from the main body, object, method and the application of results of evaluation. The shortcomings of S＆T evaluation in shanghai were summarized. Some suggestions were brought out, including boosting the third - party evaluation, strengthening the building of expert troop, introducing the idea of evaluation on the research establishment sustainability study, building the mechanism of evaluation on S＆T policy, consummating the indicators and method of S＆T evaluation, and consolidating the application of evaluation results.
