摘要：国外关于面向智力障碍者及其家庭的社会政策研究已涌现出诸多成果,而国内研究却较为有限。本文采用系统文献综述法分析国外研究现状:社会政策涉及社区照顾、社会权利、照顾者支持等内容,呈现社区化和权利为本的特点,但由于存在照顾责任的社区转向、权利的实际限制和对照顾者支持不足等局限而受到质疑,应当朝着平衡公共和私人的照顾责任、加大对成年和老年群体的重视、提升对照顾者的支持等方向进行完善。国外研究对我国倡导制定专项社会政策具有启示作用。
Research on social policies for individuals with intellectual disabilities and their families abroad has produced numerous findings,while domestic research remains scarce.This paper employs a systematic literature review to analyze the current state of foreign research:social policies encompass community care,social rights,caregiver support,and other aspects,presenting characteristics of community-based care and rights-oriented approaches.However,due to shifts in caregiving responsibilities,practical limitations on rights,and inadequate caregiver support,these policies have faced scrutiny.Therefore,there is a need to strive towards balancing public and private caregiving responsibilities,increasing attention to adult and elderly populations,and enhancing support for caregivers.Foreign research offers insights for advocating the development of specialized social policies in China.
