摘要：公共安全问题困扰着快速城市化地区的发展.以上海市S镇为例,具体分析快速城市化过程中的主要公共安全问题、成因及应对.指出计划控制与市场自由的扭曲构成城市化过程中深层次的社会矛盾,政府的直接行政化推动以及社会管理服务失调导致具体矛盾显现.应对的策略包括：转变政府角色,尊重市场和社会运行规律;摆脱土地财政依赖,与民分利;加强政府内部协调,向城市化地区进行政策倾斜;转变公共安全供给模式,培育社会资本参与公共治理.
The development of rapid urbanization is plagued by public security. Using S town in shanghai as an example, analyze the main problems of public security, causes and coping in the process of rapid urbanization. Point out that the control plan and the market freedom constitute the deep social contradictions in the process of urbanization; governments＇ directly administrative promoting and social management service disorder lead to specific contradictions. Coping strategies including： transform the role of government, and respect the rule of market and social operation ; get rid of fiscal dependence on land, and share interests with the people ; strengthen the government internal coordination, and tilt policies toward urbanization regions; change the supply model of public security, and foster social capital to participate in public governance.
