摘要：日本太空安全观经历了重要的改变。冷战时代,太空技术主要限于"和平利用",以显示遵守《和平宪法》,争取国际社会的认可,换取国家安全。冷战结束前后,日本自卫队先后多次参加维和行动,以及为美军提供支援,但是发现没有天基资产是与美军存在巨大差距的主要原因之一。因此,自卫队要求利用天基资产为国家安全服务。朝鲜进行弹道导弹与核活动,严重威胁到了日本国家安全,为日本自卫队开发军事太空系统提供了机会。同时,国会通过法律允许太空军事利用,为国家安全服务。这是日本太空安全观的重大变化。此外,《美日联合防卫指针》和美国的亚太"太空再平衡",要求美日进行太空安全合作,确保国际太空安全,为国际和平服务。这样,日本的太空利用扩大到太空安全领域。日本太空安全观进一步拓展与深化。
The perspective of Japan 's space security has undergone important changes. In Cold War,space technology was used for' exclusively peaceful purposes ',showing that Japan abided by the Constitution,and striving to be recognized by international community,and gaining the national security. During the period near the end of Cold War and Post-Cold war,Japanese Self-Defense Force(SDF) participated in peacekeeping operation and supported U.S. force. However,Japan found that there was huge gaps between SDF and U.S. force,due to the lacking of space-based asset which was one of the main factors. So SDF needed space-based asset for national security. The ballistic missiles and nuclear activities of DPRK posed threats to Japanese security and provided Japan chances to develop space military systems. At the same time,the Diet passed the laws,permitting the space military use for national security. This was an important change of Japanese space security perspective. Furthermore,U.S.-Japan Joint Defense Guideline and the U.S.Asian-Pacific Space Rebalance Strategy demand U.S.-Japan cooperation,ensuring the security of space for internaional peace. So Japanese use extended to the domain of space security. The perspective of Japan 's space security is further broadening and deepenning.
