摘要：政府购买社会服务的兴起与发展,既是转变政府职能、建设服务型政府的必然举措,也是创新社会治理、构建新型社会服务体系的迫切需要。当前我国政府购买社会服务实践发展已经初具雏形、初现成效,形成了多层次、多元化制度模式并存的基本格局。本文以上海实践为例,指出各类典型模式在不同程度上陷入了行政化、碎片化、市场化等结构性困境,反映出了一系列制度性偏差及价值性缺失,严重制约了服务绩效与社会价值的最大化彰显。基于此,有必要进一步总结和讨论契合于本土实践所需要张扬的契约性、整体性与包容性,建构法治化、协同化与长效化的新型模式。
The rise and development of government purchase of social service, is not only an necessary action to transform governmental functions and build service-oriented government, but also an urgent need of innovation of social governance and building the new social service system. Now, government purchase of social service practice is beginning to take shape and show results in China, which formed a basic pattern with multilevel and diversified institutions. Based on the case of experiences of Shanghai, this research points out that all kinds of modes fall into administrative, fractional and marketing dilemmas to some extent, which reflecting a series of institutional deviation and loss of value, and seriously restrict the maximization of their service performance and social value. Accordingly, this present further summarizes and discusses contractual, holistic and inclusive values which fit the local practice, and then constructs a new mode of legalization, coordination and long-term.
