摘要："三社联动"作为实践先行、政府主导的基层社会治理创新模式,一经提出就得到了广泛的关注。本文从"三社联动"的历史实践出发,分析了其产生的背景、实践经验和理论研究,在此基础上通过对"三社"主体的再界定、"联动"关系的再认识,将"三社联动"概念界定为:三社联动是居委会、社会组织和社会工作者在社区领域,围绕居民开展的社区治理活动,其目的是提高居民福祉、实现基层民主、促进社区内生性发展;其中作为自治协商平台的居委会和项目运作载体的社会组织、专业服务提供的社会工作者之间均存在双向互动关系。
As an innovative practice-oriented grass-root governance mode under the guidance of the government,＂the cooperation mode of the community,social organizations and social workers＂has gained much attention since its emergence.This paper gives an analysis of its historical background,practical experiences and existing theoretical research,redefines the subjects of＂community,social organizations and social workers＂,and reexamines the cooperation among them.It concludes that＂the cooperation mode of the community,social organizations and social workers＂as a form of community governance relies on the residents＇ committee,social organizations and social workers within the community,and aims to enhance the well-being of the residents,realize the grass-root democracy and promote the endogenous development of the community.In this mode,the residents＇ committees work as an autonomous consultation platform,the social organizations as the project operation carriers and the social workers as the professional service providers.Two-way interactions exist between any two of these three participants.
