摘要："省直管县"改革试点作为上层建筑适应经济社会发展需要的重大举措,在制度设计上,通过事权与财权相统一、权力与责任相匹配、沟通与协调相结合,实现省县之间的强制性协调、功能性互惠和技术化理性,展现"省直管县"后的县级政府治理机制;通过重塑县级政府职能,在县域治理体系与社会协同、县级治理能力与民生提速、县域治理绩效与服务效能等维度,凸显"省直管县"下的县域社会治理绩效;通过新型委代、科层博弈和结构约束所表现出的省县关系、市县关系和交叉关系,勾勒出"省直管县"下的全域关系图谱,从而检验改革的成效。如何从理论和实践上回应当前的县域治理结构与运行机制,探寻行政区划改革的出路,着力推进政府职能转变,建设新型服务型政府,成为新型县域治理的重要议题。
＂Province Administrating County＂ reform has been a major measure taken for adapting the superstructure to the social and economic development. In the design of institutions, through the unity of administrative power and financial power, matching between power and responsibility, and combination of communication and coordination, we can realize the mandatory coordination on provincial and county levels, functional reciprocity and technical rationality, so as to show county-level governance mechanism after ＂province administrating county＂ reform. By reshaping the county-level government functions, in the dimensions of county governance system and social coordination, county-level governance capacity and improvement of people＇s livelihood, county governance performance and service efficiency, we can highlight the governance performance of ＂province administrating county＂ system. By means of new types of delegation, sector-gaming, and structural restriction, new relationship can be established between the province and counties, between municipalities and counties, as well as interrelated structure, which depicts the whole-process relation map and tests the performance of reform. Therefore, how to break the paradox of centralization and decentralization, reconstruct the relationship between new provinces and counties, promote the diversification of county governance, and explore the possible path of good governance at the grassroots level is a breakthrough in the reform of the ＂Province Administrating County＂.
