摘要：党建在基层社会治理体制创新中的加强以及专业社会工作嵌入基层社会的治理体系,是新时代中国社会治理重心下移中的两个明显变化。那么,在基层场域中相遇的党与社会工作如何互动、关系如何?“党建社会工作”是否可以成立?抑或是可以有效解释两者之间的张力与融合?本文将两者置于基层社会治理场域中,尝试对党与社会工作在认识上的误区、在实践中的张力进行学理分析。研究认为,党建是中国社会工作本土化的重要推进路径和机制,有助于弥合社会工作嵌入基层社会所遭遇的张力,解决“融入困难”的问题;社会工作则是群众路线的专业化加持,有助于党整合基层社会治理中的多方力量,强化其服务性和专业性,提升党基层建设的效度。但“党建社会工作”的提法存在诸多不足。从实践来看,它并未发展成为一个明显的专业方向和服务领域。由此,需要以更加严谨、专业的态度来解释党建与社会工作的耦合空间和互动实践。从现时来看,社会工作本土化或许是一个较为恰切的端口。
Studies have shown that party building is an important way and mechanism for the localization of social work in China,and it helps to bridge the tensions encountered when social work is embedded in the grass-roots society and solves the problem of“integration difficulties.”Help the party to integrate the multi-party forces in the governance of the grassroots society,strengthen its service and professionalism,and improve the effectiveness of“the construction of the grassroots party.”However,there are many deficiencies in the formulation of“Party Construction Social Work”.In practice,it has not developed into an obvious professional direction and service area.Therefore,a more rigorous and professional attitude is needed to explain the coupling space and interactive practice of party Construction and social work development.At present,the localization of social work may be a more appropriate port.
