摘要：国家重点实验室作为基础研究的"国家队",其中半数以上是由教育部主管、依托高校建设。目前,高校国家重点实验室实行"科技部—教育部—高校"三方共建机制、"开放、流动、联合、竞争"的运行机制和人财物相对独立的管理机制。在现实中,这些机制既有优势也存在不足之处,为充分发挥国家重点实验室的研究基地作用,在强化管理的同时,充分挖掘"特色"和"互动双赢"的资源优势,正确把握"依存"和"相对独立"的关系尺度,使国家重点实验室快速健康发展。
State Key Laboratories （SKLs） , are ＂national team＂ of basic research. More than half of them are directed by the Ministry of Education and relied on universities. As the key power among the whole system, SKLs in universities carry out some managerial and operational mechanisms. The first one is the tripartite construction mechanism among ＂Department of Science and Technology-Ministry of Education-Colleges and Universities＂ The Second is operational mechanism of ＂ open, flow, unite, competition＂. And the third is relatively independent management of human, financial and material resources. In fact, these mechanisms have both advantages and shortcomings. In its management, the paper puts forward two suggestions. Firstly, fully excavating the ＂ characteristics＂ and ＂ interactive win-win＂ resources advantage is the premise. Secondly, correctly grasping the ＂dependent＂ and ＂independent＂ relationship scale is the key.
