摘要：美国的校园安全治理兼顾校园秩序的维护和未成年学生的权益保障。惩戒行为需要遵守"必要且合理"的原则,惩戒的校规依据应明确且符合法律,手段应合理。对学生的人身搜查和私人物品搜查必须是有必要的,且没有超越合理范围。对涉及学生表达自由的言论、集会游行、出版、发型和服饰管制必须遵循"个人的表达自由不得实质干扰学校运作"的规则。
The campus management of the U.S.has tried to protect the adolescent pupils＇ right.The punishment behavior should be necessary and reasonable,the regulations the campus management according as shall be clear and in accordance with the laws,and the means should be reasonable.The search to the person and personal goods should be necessary and not transcend the rational scope.The control to the speech,meeting,publishment,hairstyle and dress of students should obey the rule that individual＇s freedom of expression shall not be real interference with school operations.
