摘要：在国际社会应对气候变化不力的背景下,气候变化私人治理被视为解决全球气候变化的重要选项。作为气候变化私人治理的重要形式之一,私人特别是跨国公司所力推的供应链碳排放规制近年来发展迅速。跨国公司之所以重视供应链碳排放,是因为可持续的供应链更加有助于它们实现长期盈利。不过,供应链碳排放私人规制在推行过程中面临碳排放数据收集不易和披露缺乏标准等难题。为了确保供应链碳排放私人规制切实做到激励供应链企业降碳的目的,国际组织应当积极推动供应链排放数据收集和披露等的标准化,早日出台全球性的供应链碳排放数据标准。供应链碳排放私人规制应当避免重复计算供应链碳排放数据,同时防止不当使用供应链碳排放数据以保护公司的商业秘密。
In light of the international community's inadequate response to climate change,private climate governance has increasingly been recognized as an important alternative for addressing global climate challenges.As a key form of private climate governance,supply chain carbon emission regulations,particularly promoted by multinational corporations,have developed rapidly in recent years.The reason multinational corporations emphasize supply chain carbon emissions is that sustainable supply chains are more conducive to their long-term profitability.However,the implementation of supply chain carbon emission regulations faces challenges such as difficulties in collecting carbon emission data and a lack of standardization in disclosure.To ensure that these regulations effectively incentivize supply chain companies to reduce carbon emissions,international organizations should actively promote the standardization of supply chain emission data collection and disclosure,and work toward establishing global standards for supply chain carbon emission data as soon as possible.Furthermore,private regulatory frameworks must avoid double counting of supply chain emissions and prevent the misuse of emission data in ways that could compromise corporate trade secrets.
