摘要：家庭化迁移取代个体化迁移,成为目前中国人口流动的新特征。基于2016年全国流动人口动态监测数据,实证探讨家庭迁移对城际流动人口养老保险参与的影响程度及作用机制。研究发现,家庭迁移对城际流动人口的养老保险参与有显著的正向影响。即发生家庭迁移的城际流动人口较没有发生家庭迁移的城际流动人口,在流入地的养老保险参与率高;家庭迁移规模越大的城际流动人口在流入地的养老保险参与率越高。家庭迁移与城际流动人口在流入地的养老保险参与之间的显著相关性通过整体融合机制、成本—收益机制及稳定—心理归属机制得以解释。文章提出,对流动人口问题的关注要突破城乡分割模式下“城乡之分”的分析框架,从区域分割模式下“内外之别”视角延展流动人口研究的群体指向;此外,要对家庭迁移背景下的流动人口需求及权益问题进行多元、有针对性的学术研究及政策设计。
The replacement of individualized migration by family migration has become a new feature of China’s current population movement.Based on the 2016 national population dynamic monitoring data,this paper empirically explored the extent and mechanism of family migration on the participation of inter-city migrant population pension insurance.The study found that family migration has a significant positive impact on the pension insurance participation of urban-urban floating population.In other words,pension insurance participation of urban-urban floating population with family migration is higher than urban-urban floating population without family migration.The greater the scale of family relocation,the higher endowment insurance participation rate of urban-urban migrants in the inflow areas.The significant correlation between family migration and urban-urban floating population participation in endowment insurance in inflow areas can be explained by the three mechanisms of overall integration mechanism,cost-benefit mechanism and stability-psychological attribution.Therefore,this paper proposes that researches about floating population should break through the analytical framework of urban-rural division under the urban-rural division model and extend the group orientation of floating population from the perspective of“internal and external differences”in the regional division model;In addition,it is necessary to carry out diverse and targeted academic research and policy design on the needs and rights of floating population in the context of family migration.
