摘要：基于对"天之道"与"人之道"的涵义及其关系的诠释,公共政策的价值定位和价值抉择的核心取向是"公共性",这种取向从发展观的意义上说就是走向"共同富裕"。具体表现为:作为社会行为目的的主观价值和价值理性的辩证关系及其转换;作为社会发展作用机理的不平衡规律与平衡规律的辩证关系及其转换;作为社会发展伦理状态"善"与"恶"的辩证关系及其转换。同时,该项研究还涉及一系列更为深层次的理论问题。
Based on the explanation of the meaning and relation between objective and subjective, the core direction of the value orientation and value choices of public policy is publicity which means all the people stepping towards common prosperity from the sense of development. It is specifically reflected in three aspects. First, the relation and transformation between the objective value and subjective value is its purpose of social behavior. Second, the relation and transformation between the unbalanced discipline and balanced discipline is its mechanism of social development. Third, the relation and transformation between the good and the evil is its ethics of social development. Meanwhile, this study also refers to a series of profound theoretical problems.
