摘要：After decades of investments in information technology, running into billions of dollars, governments worldwide are largely unable to convincingly demonstrate a return on investment that is widely understood or based upon well-grounded measures. New tools and techniques are emerging to fill this gap in knowledge. Ningbo 81890, Shanghai 12319 and Shanghai urban grid administration will be considered within the context of a new public value framework. In the paper the new framework is applied in the context of Chinese digital government initiatives. Renewing and bettering the new framework in order to make it meet China's and most developing countries' conditions is ultimate goal. ? 2010 ACM.
