摘要：社区集体行动是提升基层社会治理效能的重要抓手,也是实现城市存量优化的根本路径。居民异质性为社区集体行动的实现提供了要素基础与推进动力。基于对S市X社区加装电梯案例的分析,社区集体行动合作机制的异质性分析框架得以建立起来。居民异质性主要体现为社会异质性、职业异质性、声望异质性、年龄异质性、政治异质性等。社区集体行动的异质性合作机制具体包括示范引领、成本分担、合作创新、行动激励以及规则治理五个方面。基于异质性合作机制内容,针对当前社区集体行动异质效应的实现障碍,社区集体行动的实现路径应包括理念重塑、主体重构、制度供给与科技赋能四个方面。
Community collective action is an important way to improve the efficiency of grassroots social governance,and it is also the fundamental path to realize the optimization of urban stock.The heterogeneity of residents provides the basis and driving force for the realization of community collective action.Based on the analysis of the case of installation of elevators in X community of S city,a heterogeneous analysis framework for community collective action cooperation mechanism is constructed.The heterogeneity of residents is mainly reflected in social heterogeneity,occupational heterogeneity,prestige heterogeneity,age heterogeneity and political heterogeneity.The heterogeneous cooperation mechanism of community collective action specifically includes five aspects:demonstration,cost sharing,cooperative innovation,action incentives and rule governance.Based on the content of heterogeneous cooperation mechanism,focusing on the current obstacles to the realization of heterogeneous effect of community collective action,the realization path of community collective action includes concept reshaping,main body reconstruction,institutional supply and technology empowerment.
