摘要：公民参与是社会主义民主政治建设的内在要求,在公共政策制定过程中,作为体现人民当家作主的公民参与具有更重大的现实意义。但从实践发展过程看,公民参与在行为、过程、意识、效率、广度、深度等方面存在的诸多问题影响了公共政策制定过程中公民参与的质量与效果。协商民主是中国特色社会主义民主的实现形式,其内在蕴涵公民参与精神,是一种化解公共政策制定过程中公民参与危机的有效途径。在公共治理现代化的新形势下,必须健全协商民主制度,以进一步发展与完善公民参与体制机制;不断提升公共政策的有效性,以推进社会主义民主政治建设。
Civic participation is internal requirement of social democratic politic, s construction.Civic, participation which reflects that people are masters of the country has more important real significance in process of public policy.However, looking from the practical development process, the participation problems on action,process,consciousness,efficiency, breadth,depth deeply impact the quality and effect of civic participation in public policy＇s process.Deliberative democra- cy is the realizatinn form of social democracy with Chinese characters.lt has the civic participation spirit,and is a good way of resnlving the civic participation crisis in process of public policy.Under the new situation of modernization of public governance,it is necessary to improve system of deliberative democracy for developing and perfecting system and mechanism of civic participation,advancing effectiveness of public policy unceasingly ,and promoting the construction of socialism politics democratization.
