摘要：食品安全关乎百姓健康,聚集全社会的目光。构建食品安全社会共治机制是降低我国食品安全风险的机制保障。而在食品安全监管模式的转型过程中,培育第三方食品安全检验检测机构可以为食品安全监管提供技术支持,也缓解政府监管资源不足与食品安全问题专业性、复杂性之间的矛盾,是推进食品安全社会共治过程中的重要环节。为了充分发挥第三方食品安全检验检测机构在保障食品安全检测的独立性、专业性和效率性,必须明确其作为社会共治框架内的一部分的法律地位和法律责任,严格准入门槛,强化过程监管。
Food safety is closely related to people＇s health which gathers the attention of the whole society. Building food safety social co-governance mechanism helps guarantee the reduction of the total risk of food safety. In the transformation process of food safety supervision mode, cultivating third-party food safety inspection agency can not only provide technical support for food safety supervision, but also it is ease the contradiction between insufficiency of government resources and professional, complexity of food safety issues. This is an important part in the process of advancing food safety. In order to give full play to the third-party food safety inspection agency＇s independence, professionalism and efficiency, in ensuring food safety testing, clarify their legal status and legal liability as part of social co-governance as well as strict entry standard, and strengthen process supervision.
