摘要：目标设置是政府绩效管理的重要议题。目标设置是否影响网上政务服务能力,其影响机制是什么,相关实证研究尚待推进。研究基于2018—2022年中国286个地级市面板数据,采用固定效应模型分析目标设置对网上政务服务能力的影响,并将政府注意力作为中介变量,晋升激励作为调节变量。结果表明,目标设置对政府网上政务服务能力有显著的正向影响,而且政府注意力在目标设置对网上政务服务能力的影响中发挥部分中介作用,晋升激励在目标设置和网上政务服务能力的关系中存在负向调节作用。研究丰富了网上政务服务能力影响机制的理论探讨,拓展了目标设置理论在网上政务服务效能研究中的解释,为我国网上政务服务能力的高质量发展提供了新思路。
Goal setting constitutes a crucial issue in government performance management.While existing literature has explored various dimensions of administrative effectivenessempirical studies investigating whether and how goal setting influences online government service capability remain underdeveloped.Utilizing panel data from 286 prefecture-level cities in China spanning 2018-2022this study employs fixed effects models to examine the impact of goal setting on online government service capability.The analysis incorporates government attention as a mediating variable and promotion incentives as a moderating variable.The findings reveal three key insights:(1)Goal setting exerts a significant positive effect on enhancing online government service capability;(2)Government attention partially mediates the relationship between goal setting and service capability improvement;(3)Promotion incentives demonstrate a negative moderating effect on the goal setting-capability nexus.This research contributes to theoretical development by enriching the understanding of influence mechanism factors in digital governanceextending the explanatory scope of goal-setting theory to e-government effectivenessand providing novel insights for advancing high-quality development of online government services in China.
