摘要：经过对外开放 2 0多年的积累 ,我国已具备了向自主创新转型的一定基础 ,新世纪前 1 0— 2 0年是我国经济发展阶段性转折的关键时期 ;当前 ,我国在全方位开放中发展自主创新既有发展机遇 ,又面临严峻挑战 ,应及时采取必要对策。
China has built a good foundation in developing independent innovation after more than twenty years' accumulation in outward opening. The first ten or twenty years in 21st century is an important period for China. Here and now, we are facing new developing chances and hard challenges in promoting independent innovation in China's all oriented opening. We should take some essential measures in time.
