摘要：本文首先界定了公共体育服务的概念内涵,梳理了公共部门绩效考核的相关经验,分析了公共部门绩效考核的相关模型,在此基础上,运用最新发展的4E模型来具体设计公共体育服务绩效评估指标体系。最后,本文结合公共体育服务的特性,对4E模型进行修正,构建基于4E模型之上的双元综合评估模型。双元综合评估模型既可以从客观层面反映公共体育服务供给内容与实际效果,又可以从主观方面考察社会公众对于接受公共体育服务的满意程度。双元综合评估模型可以综合性衡量公共体育服务机构的服务水平,对推动公共体育服务水平的提升具有重要的理论和现实意义。
Firstly, this paper combs the relevant experience of public sector performance evaluation, analyzes the relevant models of public sector performance evaluation, and on this basis, uses the latest development of 4E model to specific design an indicator system for performance evaluation of public sports service, and combines with the characteristics of public sports service, the 4E model is modified to build a dual comprehensive evaluation model. The dual comprehensive evaluation model can not only reflect the content and actual effect of public sports service supply from the objective level, but also examine the social public’s satisfaction degree of receiving public sports service from the subjective aspect.The dual comprehensive evaluation model can comprehensively measure the service level of public sports service institutions and has important theoretical and practical significance for promoting the improvement of public sports service level.
