摘要：为了考察在重大自然灾害发生后,恢复重建政策执行公平性和社会网络因素对基层政府信任度的影响机制,基于社会网络视角,使用汶川灾区三年期追踪调查数据,对政策执行公平性、社会网络与基层政府信任度的因果关系进行了实证分析。研究发现,政策执行公平性是影响基层政府信任度的重要政府绩效因素,而社会网络在信任建构的过程中扮演着关键角色,村民对基层政府信任的生成机制主要应归因于社会交往过程,在此过程中非正式信息、情绪性评价等感性因素发挥着显著作用。社会网络不仅是一种原发性的政府信任建构来源,同时作为一种信息传导机制,调节村民的政策公平感对基层政府信任的影响。基于研究结果,提出应重视社会关系、网络结构及感性因素对基层政府信任的建构作用,在政策实践中应特别注重公平性与信息的公开透明,而不只是将理论视野和实践聚焦于偏重经济方面的政府绩效。
The objective of this paper is to investigate how reconstruction policy fairness and social networks affect peasants' trust in local governments after severe natural disasters in China. Based on the social network perspective,three years follow-up survey data gathered after Wenchuan earthquake was used to conduct a regression analysis on the causal relationship between policy fairness,social networks and peasants' trust in local governments. According to the research,it's found that policy fairness is one of the important government performance factors which has an impact on peasants' trust in local governments,social networks also play an important role in the building of it. The formation mechanism of peasants' trust in the local government is mainly due to the process of social interaction in which perceptual factors such as informal information and emotional evaluations play a significant role. Social networks is a primary source of building political trust,as a mechanism of information dissemination,it also moderate the effect of policy fairness on peasants' trust in local governments. The conclusion of the study is limited in its generality due to the region discrepancy of Chinese countries,which suggest that lager sample sized research need to be carried out in the future. The results of this research suggest we pay more attention to the important role of social ties,network structure and emotional factors which impact on trust in local governments,and lay more stress on fairness as well as the openness of information in the practice of policies,not just put the emphasis on economic aspects of government performance from the viewpoint of rational choice. The western academia often starts from the rational choice perspective to analyze how government performance factors affect citizens' trust in governments. This paper expands the existing perspective,based on the social network viewpoints,discusses the formation mechanism of peasants' trust in the local governments after severe natural disasters in Chinese 'relational society' social background and how social networks play a role in this process. Relevant policy suggestions were given as well.
