摘要：信访制度的一项重要政治功能是维护社会稳定,保持安定团结的政治局面,然而由于转型时期社会矛盾大量增加,加之信访制度本身的缺陷,使得这一制度对社会稳定造成一定的负面影响。信访制度的这一悖论有其社会、政治等多方面的根源。要真正发挥信访制度的政治功能,必须根据加强民主法制建设的社会目标从根本上改革并完善信访制度。
An important political function of the system of petition by letter and visit is to keep public stability.But the system may have a negative affection because there are problems on this system itself and there are so many conflicts in our society.The paradox of the system is due to the complicated factors of society and politics.If we want to give a full play to the political function of this system,we must reform the system fundamentally according to the social target of democracy and legality.
