摘要：制度生态环境是指影响制度生长、发展、变迁的一切社会因素的总和,某一制度以外的其他制度,以及政府组织、非政府组织、公民等共同构成主要的制度生态环境,这些因素直接或者间接地影响着包括制度形成成本、制度执行成本、制度监督成本在内的制度成本。要更好地发挥制度绩效,降低制度成本,就应当通过完善各种正式制度、实行适度的制度供给、提高政府行政效能等途径,创设良好的制度生态环境。
The ecological environment of institution consists of all social factors affecting institution growth, development and transition. All other institutions, government, Non-Government Organization form the ecological environment of a certain institution, and these factors affect the institution cost including institution composing cost, implement cost and supervising cost directly or indirectly. In order to realize the institution effect and cut down the institution cost, it is necessary to set up a fine ecological environment of institution through improving all formal institution, providing proper institution and enhancing government efficiency.
