摘要：党风廉政建设主体责任和监督责任是党章赋予基层党组织的重要职责,也是深入推进高校党风廉政建设和反腐败斗争的重要举措。高校要落实好党风廉政建设"两个责任",就必须明确"两个责任"的科学内涵,消除高校"两个责任"落实的不利因素,通过建立"两个责任"内容清单、构建主体责任体系,丰富党风廉政的教育形式,加强党风廉政的制度建设,推进预防腐败"关口"前移,完善考评机制等路径推进高校党风廉政建设"两个责任"的实现。
The main responsibility and supervision responsibility of party style and honest construction are the important responsibilities that the Party Constitution gives the basic party organizations,and the important measures to further promote the party style and honest construction and combat corruption in colleges and universities. In order to well implement "two responsibilities"in party style and honest construction in colleges and universities,they must clear the scientific connotation of "two responsibilities",eliminate the adverse factors in implementing the "two responsibilities". Through the establishment of "two responsibilities"content list,they should set up a system of principal responsibility,rich the forms of education of party style and honest education,strengthen the system construction to party style and honest education,promote the prevention the forward of corruption "gate",and perfect assessment mechanism,etc. to promote the realization of "two responsibilities"in construction of party style and honest in colleges and universities.
