摘要：文章以美国租赁住房发展的过程以及其法规、管理、运营等方面为研究对象,阐述了美国发展租赁住房的历史做法和成功经验,分析了其从放任自由、所有权优先,到政府主导租赁住房建设再到公私合营,最后实现市场主导的演变过程。结合中国的实际情况,提出了在我国可以在市场优先、公私合营、法律保障、政策延续、资源调控、合理分布、衍生产业、专业配套等方面可以借鉴的启示。
This paper gives an introduction to the development process of rental housing in the United States,as well as its regulations,management,operation and other aspects,and expounds the experience of USA on the development of rental housing.Analysis of its laissez-faire,ownership first,to the government-led rental housing construction to public-private partnerships,and finally to achieve market-led evolution process.Based on the experience of USA,this paper discusses issues that China can draw lessons from such aspects as market priority,public-private partnership,legal protection,policy continuation,resource regulation,rational distribution,derivative industry and professional support.
