摘要：基于2013年七座城市的调研数据,依据人力资本投资的成本—收益理论,采用两阶段法,将外来务工人员社会保障中的养老保险、医疗保险、住房公积金作为自变量来分析社会保障对外来务工人员城市定居意愿的影响。结果表明,养老保险及住房公积金对外来务工人员城市化意愿影响显著,而医疗保险对外来务工人员的城市化意愿影响不显著。从制度供给上看,医疗保险为现收现付制,着眼于短期收支平衡,其基金性质从制度层面并不特别要求权利的积累;从制度需求上看,能享受到社会保险的外来务工人员大多为年轻人,年轻健康则意味着对医疗保险的不关注。
Drawing upon data from seven--city migrant surveys conducted in 2013 and Schurz＇s human capital investment theory, this paper takes advantage of Heckman two--stage model to examine whether factors of social security will affect settlement intention. The results show old--age insurance and housing fund has significant impact on migrant workers＂ settlement intention while medical insurance doesn＇t have obvious impact on settlement intention. In the aspect of institutional supply, medical insurance implements pay--as--you--go system which emphasizes fund balance in short term. In the aspect of institutional demand, most migrant workers are young who care little about health and medical insurance.
