摘要:This paper uses a difference-in-differences approach to empirically evaluate the carbon reduction effects of the voluntary New Energy Demonstration City (NEDC) policy, drawing on a panel dataset of 280 prefecture-level Chinese cities from 2008 to 2023. The results show that the policy significantly reduces the carbon emission intensity of pilot cities. This reduction operates through multiple channels: optimizing the energy consumption structure, promoting industrial upgrading, improving energy efficiency, and stimulating green innovation. The policy's effectiveness, however, is heterogeneous, varying with local resource endowments, the stringency of local environmental regulations, and geographical location. Given the potential for policy interaction within the broader "Dual Carbon" framework, the study further investigates the synergistic effects between the NEDC policy and two other major initiatives: the Emissions Trading Scheme (ETS) pilot and the New Energy Vehicle Demonstration City (NEVDC) policy. The findings reveal no synergy between the NEDC and NEVDC policies. In contrast, a significant synergistic effect emerges between the NEDC policy and the ETS, with the two jointly delivering a greater reduction in carbon emissions. This result offers partial validation of the feasibility of the "effective market and capable government" framework in the context of environmental governance. ? 2026, The Authors.
