摘要:为分析政府不同碳配额分配方式对制造/再制造供应链的影响,构建并对比分析无碳交易政策、基于历史排放法的碳交易政策和基于基准法的碳交易政策三种模式下原始制造商和再制造商博弈模型.主要研究结论如下:1)与不考虑碳交易模式相比,历史排放法下当总量碳配额大于某一阈值时,或者基准法下基准碳配额在一定范围内时,碳交易政策有利于原始制造商和再制造商同时获利;2)原始制造商的减排投资决策有利于社会总生产和消费,但是当单位新产品的碳排放量处于一定范围时,原始制造商才愿意进行减排投资;3)历史排放法有利于控制高排放企业的碳排放总量,且当总量碳配额和基准碳配额满足一定条件时,历史排放法有利于实现两种产品制造商双赢;而基准法约束低碳排放企业更为有效,且当基准碳配额较大时,基准法更有利于提高社会福利.
In order to analyze the influence of different carbon allowance allocation rules on manufacturing/remanufacturing supply chain,the game models involving an original equipment manufacturer(OEM)and a remanufacturer are constructed and compared under three cases:Without carbon trading regulation,carbon trading regulation based on grandfathering mechanism,and carbon trading regulation based on benchmarking mechanism.The results are as follows through the studying:1)Compared with the model without carbon trading regulation,when the total carbon allowance is greater than a certain threshold under the grandfathering mechanism,or when the benchmark carbon allowance is within a certain range under the benchmarking mechanism,carbon trading policy is beneficial to both the OEM and the remanufacturer.2)The OEM's emission reduction investment decision is beneficial to the total social production and consumption,but only when the carbon emission per unit of new product falls within a certain range will the OEM be willing to invest in reducing carbon emission.3)The grandfathering mechanism is helpful to control the total carbon emission of high-carbon enterprises,and when the total carbon allowance and benchmark carbon allowance meet certain conditions,the grandfathering mechanism is beneficial to both the OEM and the remanufacturer.However,the benchmarking mechanism is more effective in restraining enterprises with low carbon emission,and when the benchmark carbon allowance is lager,it is more conducive to increasing social welfare.
