摘要：社会服务机构长期被置于“政强社弱”的结构性叙事下,其能动性往往被低估,尤其是机构对制度环境的建构作用尚未得到充分揭示。本文将县域治理生态视为关键场域,聚焦社工机构在其中的建构逻辑。受组织新制度主义“制度企业家”概念启发,构建了“专业实践为本”的分析框架,基于T机构在Y市的实践案例,提出了“做专业”的制度环境形塑机制:机构通过专业转译实践、利益让渡实践和共识建构实践,逐步从规制性、规范性到文化-认知性维度,形塑了县域社会组织制度环境。本文所揭示的“专业驱动”的发展模式,也为理解县域社会工作的内生发展路径提供了新的地方性知识。
Social service organizations have long been situated within the structural narrative of a strong state-weak society framework,where their role as active institutional actors has often been underestimated.In particular,the role of these organizations in constructing the institutional environment has not been fully re?vealed.This paper views the county-level governance ecosystem as a critical field and focuses on how social work organizations operate within this field.Inspired by the concept of"institutional entrepreneur"from organi?zational neo-institutionalism,this paper develops an analytical framework centered on professional practice.Based on the case study of Organization T in City Y,this paper proposes a mechanism of institutional environ?ment shaping through"practicing professionalism":by engaging in practices of interpretive adaptation,inter?est negotiation,and consensus-building,the organization gradually shapes the institutional environment for county-level social organizations across regulatory,normative,and cultural-cognitive dimensions.The"pro?fessional-driven"development model revealed in this paper also offers a locally grounded explanation for the development of county-level social work.
