摘要:实施EPR制度是加快我国生态文明建设和资源循环利用的内在要求。基于斯坦伯格博弈方法,探究"征-减-补"EPR制度对供应链双环境责任(产品生态设计责任和回收再利用责任)行为的影响机理。研究结果表明:EPR制度的影响范围在闭环系统下影响更大,"征-减-补"同时影响生产端和回收端决策。EPR制度"征"负面影响企业双环境责任行为,而"减-补"正面影响。当应用于"闭环-再生设计"情境时,EPR制度具有最优的双环境责任引导效应。为此,政府应动态配置EPR制度要素,强化企业环境责任履行的激励约束,并在产业和供应链层面多环节营造有利于企业履行环境责任的市场环境,引导企业加强再生资源产业科技创新。研究可为我国政府完善EPR制度提供新思路,有利于营造企业履行环境责任的市场环境。
The implementation of EPR(Extended Producer Responsibility)system is the inherent requirement for accelerating the construction of ecological civilization and the recycling of resources in China.The implementation of EPR(Extended Producer Responsibility)system is the inherent requirement for accelerating the construction of ecological civilization and the recycling of resources in China.Based on Stackelberg Game Theory,this paper explores the differential impact mechanism of the EPR system on the dual environmental responsibilities of the supply chain(product ecological design responsibilities and recycling responsibilities).The results are as follows.The impact scope of EPR regulation is greater in the closed-loop supply chain system,and the“tax-reduction-subsidy”of EPR affects the decision-making of both the production side and recycling side.The“tax”policy of EPR regulation has a negative impact on enterprises*dual environmental responsibility behaviors,while the“reduction and subsidy” policies have positive impacts.EPR regulation has the optimal guiding effect on dual environmental responsibilities when applied to the“closed-loop and recycling design”scenario.To this end,the government should allocate the elements of EPR system in a flexible and adjustable manner,strengthen the incentive and constraint as well as create better market conditions for enterprises to fulfill their environmental responsibilities at the level of industry and supply chain.The government is also supposed to encourage enterprises to stimulate the scientific and technological innovation of renewable resources.This research provides a new perspective for the government to improve the design of EPR system,which will help to optimize market conditions for enterprises to fulfill their environmental responsibilities.
