摘要：通过“结对子”来解决经济社会发展中的不平衡和治理失灵问题是中国共产党治国理政的一个传统,这也可以理解为一种“中国之治”的实践机制,是中国特色社会主义制度优势所转化的一种“有组织的合作”形态。本文试图将中国治理实践中普遍发生的“结对子”现象概念化为结对治理,意指各级党政机关通过上位推动或党建引领的方式,在两个或两个以上跨区域、跨层级、跨领域的目标主体之间形成结对化的合作关系,以实现一定的发展和治理目标。基于“结构-过程”的理论视角,大国治理结构所内生的发展不平衡和治理失灵构成结对治理“需要的逻辑”,而中国国家治理体系所内涵的制度优势则构成结对治理“能够的逻辑”。文章结合案例经验从过程角度分析了影响结对治理产生治理效能的三大因素,即政治势能的引领、潜在的合作红利,以及人格化因素的润滑作用。
The Communist Party of China(CPC)has a longstanding tradition of addressing imbalances in economic and social development imbalances and failures in governance through a method known as “pairing”.This approach can be seen as a pragmatic aspect of“Chinese governance”,embodying a form of“organized cooperation”that leverages the strengths of China's socialist system.This paper aims to elucidate the concept of“pairing governance”,which is pervasive in Chinese governance practices,signifying the CPC and governments'endeavors to establish cooperative relationships at various levels and in different regions to achieve specific development and governance objectives,facilitated by upward promotion or party leadership.From a theoretical perspective rooted in the“structure-process”framework,inherent developmental imbalances and governance challenges within large countries give rise to a“logic of need”for pairing governance,while the institutional advantages of China's governance system provide a“logic of ability”.Drawing oncase studies,this study examines three key factors influencing the effectiveness of pairing governance from a process-oriented standpoint:political potential energy guiding its implementation,cooperative benefits derived from it,and personalization factors exerting influence.
