摘要：风险社会情境中,如何通过有效的公共政策变迁来提升公众的社会安全感,使公众社会安全感成为政策评估的重要指标,以发挥其社会建构功能,是公共政策研究中需要关注的重要议题。分析X市环境整治政策发现,公众社会安全感对于政策变迁的正向功能,会受到社会安全感的影响广度及深度、政策主体的偏好能力、公众政策参与空间开放程度等因素的影响。因此,公权力主体必须从观念上转变对公众社会安全感的影响认知,完善公众参与路径,使公众社会安全感变化水平成为衡量公共政策制定科学性和执行有效性的关键变量,从而增强公众的社会安全感。
In the context of risk society,how to improve the public’s social security through effective public policy changes and make the public’s social security become an important indicator of policy evalution so as to give play to its social construction function is an important issue that needs to be paid attention to in the analysis and research of public policy.Through empirical analysis of environmental remediation policy in X City,it has been found that the positive function of the public’s social security on policy change is affected by the extent and depth of the impact of social security,the preference ability of policy subjects,the openness of public policy participation space and other factors.Therefore,the subject of public power should change the cognition of the influence on the public’s social security from the concept,improve the path of public participation,and make the change level of the public’s social security an important yardstick to measure the scientific nature of public policy formulation and the effectiveness of the implementation,thereby further enhancingthe public’s social security.
