摘要：文章通过对既有文献的梳理与分析,归纳出解释发展型国家兴衰转变的两大视角:"结构视角"与"机制视角"。前者从"国家能力"出发,认为国家能力的削弱是导致发展型国家衰落的原因;后者从"产业政策"入手,认为产业政策在发展早期有效而后期无效,这才是问题的关键。在此基础上,文章进一步建立了"信息"与"规模"的框架,完善了上述"机制视角"。在"机制视角"的逻辑下,"发展型国家"这一政府介入的形式虽然在东亚国家终结了,但是对于广大仍处于追赶阶段的后发展国家而言,仍然值得借鉴。
This paper examines the current literature over the rise and fall of the developmental state model, and claims that its fall has less to do with the weakening of the state capacity but more to do with development stages. In other words, when we shift focus from state capacity to industrial policy, we can look at the strengths and weaknesses of the developmental state model from a new perspective： it works for latecomers during its catch - up stage but fails when they become leaders in the sector. To verify our hypothesis, we develop an ana- lytical framework of industrial policy and test that against the case experiences of the three countries or regions in East Asia.
