摘要：我国通过的《中华人民共和国清洁生产促进法》自2003年1月1日起生效。这是世界上第一部以推行清洁生产为目的的法律。我国在发展清洁生产和良性循环经济立法、执法和司法等方面还存在诸多问题,需要进一步借鉴国外经验,不断完善《中华人民共和国清洁生产促进法》;加强示范作用,扩大清洁生产领域;建立绿色国民经济核算体系,为清洁生产和良性循环奠定基础;争取国际支持,实现中国可持续发展的国际承诺。
The paper discusses relations among clean production, benignly circulated economics, WTO rules, and their sustainable development, puts forward many problems about the development of clean production, benignly circulated economic legislation, law enforcement and administration of justice, and probes into questions of the above-mentioned aspects, as well as ways and methods to cope with them.
