摘要：针对高校实验室安全管理中存在的安全意识薄弱、制度体系不健全、责任落实不到位、隐患治理不足等问题,研究引入政治巡察的思路与方法。以华东理工大学为例,构建了涵盖巡察介入驱动、鱼骨图诊断、雷达图评价与闭环整改的“巡察引领型”实验室安全管理模型,形成了“风险识别―模型构建―实践应用―成效验证”的行动框架。实施成效表明,该模型能有效提升高校实验室安全管理的规范化与科学化水平,并为在高校复杂治理场景中实现实验室安全管理多元主体协同治理提供了新的实践范式。
In view of the problems existing in the safety management of university laboratories,such as insufficient safety awareness,imperfect institutional systems,weakened responsibility implementation,and ineffective hidden danger management,this paper introduces the methods of political inspection.Taking East China University of Science and Technology as an example,we construct an"inspection-led"laboratory safety management model that includes inspection intervention drive,fishbone diagram diagnosis,radar chart evaluation and closed-loop rectification,and form an action framework of"risk identification-model construction-practical application-effectiveness verification".The model is implemented and the results show that it can effectively improve the standardization and scientization level of laboratory safety management,and provide a new practical paradigm for realizing the collaborative governance of multiple subjects in laboratory safety management in the complex governance scenarios of universities.
