摘要：“强行政-弱自治”是当前社区治理研究的核心议题之一,既有研究聚焦国家-社会关系视角下的社区属性定位,试图从“去行政化”和激活社区活力两个角度入手解决社区自治不畅问题,但实践探索未达到预期效果。基于事务与运行机制相匹配的组织学理论,构建社区分类治理的分析框架,并以珠海市香洲区社区协商治理实践为例展开的个案研究发现:破解社区自治难题的关键在于区分社区双重事务,在社区建立行政与自治两种工作机制,以实现社区党委领导下双轮驱动的社区治理。其中,以规则为核心的可操作化自治机制是自治有效运转的关键。这一研究不仅对加强社区自治给出了具体路径建议,也是对中国社区双重属性及相关问题之争的某种厘清。
"Strong Administration and Weak Autonomy"is one of the core issues in current community governance research.Many studies focus on the positioning of community attributes from the perspective of statesociety relations,attempting to solve the problem of inadequate community autonomy through de-administration and activating community vitality.But practical exploration has not achieved the expected results.Based on the organizational theory of matching transactions and operational mechanisms to construct an analytical framework for community classified governance,and a case study was carried out taking the practice of community negotiation governance in Xiangzhou District,Zhuhai City as an example.The research found that the key to solving the problem of community autonomy lies in distinguishing the dual affairs of the community and establishing both administrative and autonomous mechanisms in the community in order to achieve the dual-driven community governance under the leadership of the community party committee.Among them,a rule-based and operable autonomous mechanism is the key to effective operation of autonomy.This study not only provides specific paths for strengthening community autonomy,but also clarifies the dual attributes and sorts out the related issues of the Chinese community.
