摘要：乡村的治理振兴是乡村振兴的核心内涵,它应该是本土乡村治理传统再发扬的过程。当代中国乡村治理体系的制度结构是三大传统组合成的复合体系:郡县制的传统、公共政府的传统和党的组织传统。党的组织传统对于郡县制传统的旧弊病和全球竞争带来的新任务给予了最有效的回应,尤其是中国共产党高度重视基层政权组织的建设,从而为乡村的治理振兴带来了希望。当前,中国乡村治理体系的制度结构正在发生从郡县制传统为“体”向党的组织传统为“体”的体系之变。乡村的治理振兴必须进一步发扬党的组织传统,更好地将党的政治优势转化成治理优势。
Rural Governance and revitalization is the core connotation of rural revitalization,which should be the process of carrying forward the local rural governance tradition.The system structure of contemporary Chinese rural governance system is a compound system composed of three traditions:the tradition of county system,the tradition of public government and the tradition of Party organization.The Party’s organizational tradition has given the most effective response to the old shortcomings of the county system tradition and the new tasks brought about by global competition.In particular,the Communist Party of China attaches great importance to the construction of grass-roots political organizations,which brings hope for the governance and revitalization of rural areas.The“county system”is changing from the“traditional system”to“the traditional system of rural governance”.Rural governance and revitalization must further carry forward the Party’s organizational tradition,and better transform the Party’s political advantage into governance advantage.
